Barkley Rules

Eleven-year-old Barkley is tired of bullying at his school and being treated like a baby at home. He creates a list of rules for other people to follow to make his life easier. But getting people to follow his rules won't be that easy. Soon he narrows the list down to just one rule. Can you guess what it is?
